Integrity is key to driving the competitiveness of the financial industry! Land Bank celebrates its 80th anniversary this year. To embed integrity and a culture of compliance into the core values of financial professionals, the Bank held the “2026 Integrity Enhancement Seminar for Financial Professionals” on July 28, 2026, at the Center for Public and Business Administration Education, National Chengchi University. This seminar aimed to foster a sustainable financial environment built on integrity, competence, and transparency.
Companies worldwide have long been promoting “environmental, social, and governance (ESG)” principles, as well as ethical business conduct. In particular, professionalism and integrity in the financial sector are fundamentally intertwined. Against this backdrop, the Bank organized the seminar under the theme “Fostering an Ethical Culture – Enhancing Trust in the Financial Sector.” In doing so, we sought to enhance the ethical awareness and decision-making capabilities of both current and future financial talent. Representatives from regulatory agencies - including the Ministry of Finance, the Ministry of Justice, the Agency Against Corruption, and the Financial Supervisory Commission - were invited to share their insights and guidance. The seminar also brought together representatives from major state-owned banks and financial industry associations. The seminar attracted more than 260 participants, including representatives from industry, government, and academia, university students, and employees of the Bank.
During his speech, the Bank's General Manager, Chih-Chien, Chang, pointed out that integrity is the cornerstone of the financial sector. Faced with new and evolving risks brought by digital finance, financial professionals must build the strongest line of defense by deeply instilling a sense of integrity within themselves. As Taiwan’s only “specialized real estate credit bank,” Land Bank has maintained a leading market position in real estate lending, trust services, urban renewal, and the reconstruction of derelict buildings. In 2025, the Bank achieved record-high pre-tax earnings of NT$20.034 billion. While maintaining sound business performance, the Bank has also fully integrated ESG principles into its core investment and financing businesses, proactively promoting responsible finance, and supporting companies in their carbon reduction and transition efforts.
General Manager Chang further stated that the Bank is constantly strengthening its corporate governance by implementing the “Responsibility Map System” in accordance with the guidelines of the Bankers Association. Through a robust accountability mechanism, management transparency is reinforced, and a culture of accountability among senior executives is fostered. In terms of integrity governance, the Bank’s Board of Directors oversees ethical business practices, with the Department of Civil Service Ethics serving as the dedicated unit responsible for implementing integrity risk assessments and conflict-of-interest prevention measures. Each year, the Department holds an integrity briefing and regularly reports to the Board on the effectiveness of ethical business practices. At the same time, the Bank continues to expand its campaigns on integrity awareness, extending from within the organization to external entities in society to foster greater public engagement.
In addition to deepening a culture of integrity internally, the Bank is leveraging fintech innovation to upgrade its AI-powered fraud detection models and strengthen efforts to prevent illicit fund flows. The Bank has also signed a Memorandum of Understanding (MOU) with the Supreme Prosecutors Office, demonstrating its commitment to collaborating with judicial authorities to combat fraud. Furthermore, the Bank has long been committed to fair customer treatment, has been recognized as an outstanding institution in the “Evaluation of Financial Service Industries to Treat Clients Fairly” by the FSC for seven consecutive years, and has ranked among the top 25% of domestic banks for six of those years.
Administrative Deputy Minister of Justice Cheng Feng and Deputy Minister of the Ministry of Finance Ching-Hwa, Juan emphasized that ethical business conduct and regulatory compliance are fundamental to the sustainability of the financial sector and serve as core indicators for the international community’s corporate integrity governance (ESG) principles. They stressed that integrity governance must be embedded in the organizational culture of the financial sector to facilitate a financial environment that is safe, transparent, and sustainable.
Administrative Deputy Minister of Justice Cheng Feng stressed that, to align with global anti-corruption trends, Taiwan will host the 3rd International Review Meeting on the National Report under the United Nations Convention against Corruption from August 24 to 28, 2026. Five international experts have been invited to conduct the review, with integrity in governance and anti-money laundering serving as two of the key areas of review. In recent years, the Ministry of Justice has introduced a number of landmark anti-corruption initiatives. In 2025, the Ministry promulgated and implemented the “Whistleblower Protection Act” to ensure the rights of whistleblowers and established the “Transparency Award” to strengthen risk management within government agencies. Furthermore, an anti-money laundering and financial data exchange platform was also built to facilitate data sharing across sectors, effectively boosting collaboration between public and private law enforcement agencies.
Meanwhile, Deputy Minister of the Ministry of Finance Ching-Hwa, Juan added that society now holds state-owned enterprises to higher standards of good governance. As state-owned banks are an important force for stabilizing the financial market, they must uphold the highest standards of integrity and professionalism while establishing a dynamic risk management framework. In response to emerging challenges, the Ministry of Finance will actively strengthen cybersecurity resilience, use technology to combat fraud, and attract green finance capital to support Taiwan’s transition to net-zero emissions, leading the innovation and upgrading of Taiwan's financial sector.
The seminar featured both “Keynote Speeches” and “Panel Discussions.” The keynote speeches were titled “Ethical Management Practices and Sustainable Finance” and “Fintech and Ethical Risks,” and were delivered by Chii-Ruey, Huang - Professor and Dean, College of Business, the Department of Finance and Cooperative Management, National Taipei University - and Chih-Jen, Lee - Executive Director, Financial Technology Innovation Research Center, Ming Chuan University. Both keynote speakers shared insights on how financial institutions can integrate integrity governance into corporate culture and sustainable development, while exploring ethical, regulatory compliance, and risk management issues derived from the rapid development of AI and fintech.
The panel discussions were titled “Building Digital Financial Fraud Prevention and Integrity Governance Capabilities,” featuring Chen-Chang, Tong - Director-General of the Banking Bureau at Taiwan's Financial Supervisory Commission, Sheng-Feng, Cheng - Chairman of Gogolook, Chih-Jen, Lee - Executive Director, Financial Technology Innovation Research Center, Ming Chuan University, and Pei-Yu, Cheng - Land Bank’s Deputy General Manager. The panelists exchanged insights on anti-fraud strategies and integrity governance from the perspectives of financial supervision, technological trends, and practical operations, while also discussing cross-sector collaboration to improve financial security and social trust.
As the Bank approaches its 80th anniversary, the seminar not only demonstrated the Bank's unwavering commitment to ethical business practices and fair customer treatment, but also aimed to serve as a leading force in comprehensively enhancing the ethical judgment of financial professionals. By taking this approach, the Bank seeks to foster a culture of integrity to build a clean, capable, and sustainable financial environment that the public trusts.
